In cost-benefit analyzes of security measures, it is often unavoidable to determine a maximum amount for the marginal costs of saving a human life. This practice is widespread in the Swiss federal administration, but there is no uniform approach to determining marginal costs.

This study examined how the marginal costs for saving a human life are used by some federal agencies (Federal Office of Transport (FOT), Federal Roads Office (FEDRO), Federal Office for the Environment (FOEN) and Federal Office for Civil Protection (FOCP)). The study examines and assesses the technical, economic and legal implications of different marginal cost values and makes recommendations for action.
